An institution is the ‘superstructure’ that enables the effective application of knowledge and resources (human, financial, information, etc.) for greater productivity. Institutional capacity addresses how the various components of the structure are ‘organised’ to facilitate the delivery of the services required to fulfil the mandate of the institution.
